Climate and Environmental Change: Problems, Solutions, Resistance

          The Third Edition of the international conference International Security and the Environment focusses on the different ways in which the climate and the environment are undergoing change, and also the problems, solutions and resistances which are emerging as a result. In this context academics, policymakers and practitioners have been interested in a broad range of questions related to for instance subsistence, food and water, energy, poverty, migration, conflict, and the security of vulnerable and marginalized populations and communities etc. These issues are often tackled from within the confines of broader concerns related to global governance, development, geopolitics, and ethics.

          The policy responses formulated by international actors to deal with climate change have revolved around strategies of mitigation and adaptation, which have generally been devised within ‘sustainable development’ and ‘resistance’ frameworks. Through resilience populations are being encouraged to strengthen their capacities to deal with external shocks and ‘bounce-back’ from adversity. Such policy approaches have tended to endorse multilateral responses to the challenges faced, which incorporate a wide range of actors: international institutions, nation-states, non-governmental organizations, local groups, and individuals.

          Meanwhile, critical authors have challenged mainstream policy frameworks with the aim of demonstrating the inadequacy of the solutions being proposed and pursued. Much of this work takes aim at the noxious effects of global capitalism on the environment, which has led some authors to speak of a Capitalocene as opposed to an Anthropocene. Other authors have shown a dissatisfaction with the ontological and epistemological foundations of academic fields like International Relations. For instance, some argue that the human/nature binary that has structured these fields can no longer be maintained. In ‘posthuman’ or ‘new-materialist’ approaches to climate and environmental change the human subject is de-centred, with the emphasis shifting to the ways in which the human and non-human spheres, or the social and natural worlds, are inextricably interconnected and imbricated in one another.

          Authors have also been turning to ethics to approach the dilemmas associated with climate and environmental change. A large part of this has centred on questions of justice, for instance in the pursuit of an equitable distribution of the costs of mitigation and adaptation. In addition, from a feminist perspective one can advance an ‘ethics of care’ which places emphasis on both the relations and obligations that we have to each other and to the environment. Alternatively, others have embraced a return to approaches and concepts which are indigenous to the non-Western World, and yet have been marginalized in the efforts to deal with the manifold problems at this time of precarity.

          The international conference ‘Climate and Environmental Change: Problems, Solutions, Resistance’ thus aims to provide a platform for dialogue on some of these as well as other themes related to climate and environmental change. Invited into the discussion shall be a broad range of participants including policymakers, academics, civil society, and students. We look forward to welcoming you here at Chiang Mai University (or online) on the 28th and 29th February, 2024!
